The Sudanese Communist Party expresses its rejection of the formation of the parallel government.
With the announcement of the parallel government headed by Mohamed Hamdan Dagalo (Hemedti), an illegitimate authority has been established alongside the equally illegitimate Port Sudan government. This parallel government emerged as a consequence of the illegal military coup of October 25, 2021, which violated the constitutional document and ignited the ongoing, cursed war that has devastated the country, displaced millions, and resulted in the death and disappearance of thousands. Both sides have committed war crimes – including genocide, ethnic cleansing, and sexual violence – and must be held fully accountable. There can be no impunity for these crimes.
The existence of two governments threatens the unity of the country and leads to the collapse of the state. In addition, it leads to the experience of the Naivasha Agreement, which led to the secession of the South, as contained in the self-determination clause in the constitution of the “Establishment” coalition, which allows for self-determination if secularism is not applied at the national level. This facilitates the weakening of the country and the looting of its resources from the regional and international powers that arm both sides of the war.
In addition to the risk of prolonging the war and multiplying the humanitarian tragedies suffered by the citizens, secession is not a solution to the crisis of Sudan and its peoples (South Sudan is a model), and putting forward the condition of self-determination now serves to fragment the unity of the homeland instead of continuing the joint struggle to restore the revolution and create a Sudan of democracy, equal citizenship and national liberation, which was called for by the forces of the December revolution in all parts of the country. In addition, the secularism of the state and others is determined by the Constitutional Convention.
The establishment of the parallel government came in anticipation and preparation for the upcoming Quartet meeting on July 29 aimed at stopping the war and settling under its supervision.
It cannot be addressed in isolation from the worsening conflict between the poles of capitalism to plunder the wealth of Sudan and Africa, the struggle for influence over the Red Sea and the Horn of Africa, and Trump’s plan for a safe country that helps the success of US investments, the settlement may succeed in stopping the war, but without a radical solution, reproducing the crisis and war again. As happened in Sudan and other countries. In addition to the Great Middle East plan aimed at dividing and tearing the unity of the countries of the region in order to plunder their wealth, as in the liquidation of the Palestinian cause, the extermination and displacement of the Palestinian people, the liquidation of the December 2018 revolution in Sudan, and the ignition of the cursed war currently underway.
The formation of two governments in the country threatens its unity, which leads to more looting of the country’s wealth and violation of its national sovereignty and prolongs the war and the suffering of citizens from it, and the current settlement in Sudan cannot be seen in isolation from the exacerbation of the conflict between the poles or axes of global capitalism in order to loot the resources of Sudan and Africa, and influence over the Red Sea, which requires the broadest mass alliance to stop the war and restore the revolution and to protect the unity of the country, topple the two illegal governments, and continue the revolution of the people of Sudan until the army, RSF and militias leave politics and the economy, dismantle empowerment and return the looted properties of the people.
