The operation culminated in the kidnapping of Venezuela’s democratically elected president, Nicolás Maduro, and First Lady Cilia Flores. This direct assault on a sovereign nation, carried out without a declaration of war or Congressional authorization, represents an unprecedented violation of international law. Within a long history of U.S. illegal interventions and military overreach, the operation in Caracas stands as a precedent-setting act aligned with the logic of the Monroe Doctrine and Washington’s renewed push to subordinate Latin America and the Caribbean to its global objectives.
